CBP Says IEEPA Refunds to Start May 11; CAPE System Progress Report Coming May 12

Last week U.S. Customs and Border Protection announced that issuing of refunds for IEEPA tariffs are expected to begin on May 11.
That announcement was followed by this: The next update on Phase 1 progress of the Consolidated Administration and Processing of Entries (CAPE) system is expected Tuesday, May 12, at 11 a.m. Central.
While 21 percent of the total entries that were subject to IEEPA duties are now in the CAPE system – with 3 percent liquidated and in the refund stage of the process – there are also concerns with the early iteration of the CAPE system.
These include:
- Long wait times to reset usernames and passwords
- Over-registration of training events
- Confusion identifying the correct importer to make CAPE declarations
- Identifying and calculating the correct interest rate to apply toward refund amounts
CBP is expected to issue guidance on these concerns when it releases its next update.
